Where can I find sites that have major issues (the specific issue I am
looking for is medical malpractice insurance reform) seriously
debated, both pro and con sides, with statistics, etc.?  Most of the
sites I am finding are funded by biased players in the debate?.

I have found one balanced report that meets the criteria you have
described for medical malpractice insurance reform.  I have also found
a neutral source that provides a set of links and a bibliography on
the subject.  I also have a tip which may help you to find such
sources for other issues.

Would this information be a sufficient answer?

The balanced report that I found is:

The tip I have is to include "site:edu" as a term in your Google
search for balanced web pages on a particular issue.  Of course, some
pages on university web sites will not be neutral, but there is
presumably a greater chance of neutrality than with the typical ".com"
or even ".org" page.  (However, you might also try a ".org" search,
since some organizations are fairly neutral.)  The search that I tried
was:

"medical malpractice insurance reform" site:org

You could substitute other ways of phrasing the issue, such as
"medical malpractice reform".
