Can anyone point me to a database I could access for free or
inexpensively to get results from the 2000 Presidential election on a
county by county basis?  I'd also be willing to manually recreate my
own database from a web display if I must.

Hi there,

I have found a site that has compiled the results, and they are available for free.

Center for Congressional and Presidential Studies - School of Public
Affairs - American University
http://www.american.edu/academic.depts/spa/ccps/index.html

The data appears within the Federal Elections Project and can be
accessed in two ways:
