I have a .txt list of htmls. Is there a program or a script that would
create actual .html files based on that list and insert a title tag in
the html based on it's name.
Ex. I have a txt list with these names: 
happy-piggy.html
software-test.html
so-on-and-so-on.html
I want to create the actual html files with a title Happy Piggy,
Software Test So on And So On.html

Can you post an example of one of the text files?
Can you tell us what platform this will run on (Linux, Microsoft) and
either what ISP you are using or what languages your server will
support (PHP, ASP, Perl, etc.)?

I can do this; in fact I've done similar with my website?s library
area. If you can post a link to the txt file, I?ll take a look at it
and make the script.

I write in Perl and PHP, but can work with most scripting languages if
needed. I would prefer Perl with the amount of your question bid.
