A recording of "Waves on the Sea" by the New Lost City Ramblers,
featuring Mike Seeger, is available on either a "custom" CD or a
cassette offered by Smithsonian Folkways Recordings for $19.95 and
$10.95 respectively.
Here is a link to a Web page you can use to order a copy of the CD or cassette:
Smithsonian Folkways Catalog
http://www.folkways.si.edu/database/detail.asp?ContainerID=2338&Title=New+Lost+City+Ramblers%2C+The&RecordLabelName=Folkways+Recordings&ContainerNumber=EPC602&DisplayName2=&YearReleased=
The CD or cassette is a "custom" recording of the extended-play vinyl
recording entitled simply "The New Lost City Ramblers" that was
released by Folkways in 1961. To order you can go to the linked page
above and click on "Add to Cart." The cart will also include by
default a copy of the Smithsonian's folk music periodical called "Fast
Folk Musical Magazine," which you can remove from your order by
clicking the box with the check mark.
You can also place a telephone order by calling 800-410-9815 or 202-275-1143.
Additional Sites:
Here is a link to the home page of Smithsonian Folkways Recordings,
which I used successfully to search its catalog for the recording you
are interested in:

Here is a link to a good image of the cover of the 1961 album
containing "Waves on the Sea":

Search Strategy:
As I always do with questions such as yours, I first searched the All
Music Guide for recordings of "Waves on the Sea":
All Music Guide: Search Results
http://www.allmusic.com/cg/amg.dll?p=amg&uid=UIDMISS70311080805342637&sql=H1483499
This was not successful since that guide is not a comprehensive guide
to the tracks on recordings that have not been commercially released
on CD.
The following Google search returned references to the 1961 recording
of the song by the New Lost City Ramblers with Mike Seeger:
"waves on the sea" "mike seeger"
This one provided even more focused information:
"waves on the sea" "new lost city ramblers"
Since I am familiar with the connection between the Smithsonian
Institution and Folkways records, I then performed the following
search, which took me next to the Smithsonian Folkways home page where
I successfully searched for a purchasable copy of the recording:
folkways smithsonian
://www.google.com/search?sourceid=navclient&q=folkways+smithsonian
I am confident that this site will enable you to get a copy of the
recording you seek at a reasonable price, if you are unable to get a
library copy. If any of the information is unclear, please ask for
clarification before rating this answer.
