I have not been able to find any reference to Jaru Enterprises other
than what you have noted above. But I have located the manufacturer of
the self inflating whoopee cushion you have given in the url.
However, they are not located in China as you suggested.

Would the information I have obtained suffice as an answer?

Hi:
  That answer would suffice for the list price, but not for the tip. 
It is definitely made in China (I have one here and it says "Made In
China" on it).  But the manufacturer's info should be enough for me to
call them and try to track down the Chinese factory that makes it.

whoopee cushions, with various forms of spelling. At the following
site, I found whoopee cushions with the name of the manufacturer
listed below the item:
