The reason that I cancelled my question was that IBM contacted me and
said my problem was due to the way they programmed the X31 Thinkpads
and that a simple adjustment would correct the problem. I followed
IBM's suggestion and it worked.  I have no problem paying a researcher
who has done work in good faith but as I say, IBM admitted the problem
was related to how they had set up the boot system for X31's running
WinXP. Accordingly I am re-authorizing the initial amount via this
question but note it is for that researcher only.

I wrote exactly this down below in the comment section, but then
realized that you wouldn't get an email notification unless I asked
for a clarification, so here's the same thing again:

It's extremely kind of you to repost the question, but I don't feel
that I really did enough to warrant payment, so I'll just post this as
a comment and you can feel free to cancel your question.
 
My solution was actually going to be a workaround, rather than the
solution that IBM provided for you.  Since you said that the system
could run the application from DOS I was going to provide instructions
for you on how you could boot from a USB memory key.  This would allow
you essentially to have a dual boot setup with the only requirement
that you would have to carry around a small USB key that would hold an
operating system and your investment software.
 
Since IBM has given you a solution you won't need to use mine,
especially if their's works better.
 
Again, thank you for being so kind as to post the question again.  If
only everyone was as nice as you the world would be a better place!
