A shield-shaped badge, probably c. 1890-1910, depicts a female figure
holding the scales of justice in one hand and a U.S. flag in the
other.  Beneath are clasped hands and a banner bearing the motto
"Fidelity, Patriotism, Integrity."  Please identify the issuing
organization and, if possible, provide a link to a webpage displaying
this badge/emblem.  (Note: I know that the FBI has a similar motto,
"Fidelity, Bravery, Patriotism," and also bears the scales of justice
in its official seal; however, I do not believe this item to  be
related to that agency.)
