I'd like to understand the laws around freedom of expression,
especially as it relates to the visual arts, in post-Soviet Russia. A
good answer will reference specific laws and their application during
post-Soviet Russia, and also reference European/American literature
pertaining to the subject.

Please have a look at the following document:

It is report by the US State Department on Human Rights in Russia, and
has an extensive section (Section 2a) on Freedom of Speech and related
issues.

It is not specific to the arts, but it is very recent and very comprehensive.

Please let us know what additional information you would like as an
answer to your question, beyond what is provided in the above-linked
report.
