You have to ask yourself - why would someone post a copy of this
online? If they had a grudge with the council, perhaps, but I would be
surprised to find it.

For those who don't understand.... New South Wales is a state of
Australia.
Manly is a town in New South Wales.

The Manly City Council's website is at http://www.manly.nsw.gov.au/
Unfortunately they don't have a search engine on their site, but their
residential page does mention rates notices... without providing any
links.

Your best bet would be to give them a call on +61 2 9976 1500.

Or if you want to dig around on other New South Wales councils
websites, go to http://www.dlg.nsw.gov.au/dlg/dlghome/dlg_SuburbLookup.asp?ba=b
if you're lucky you'll find a council with rates notices on line...

I still don't understand.

What are these rates for? Why is this question improper?

Huntsman-

It is a tax thing. Rate notice = tax notice. Probably the closest
parallel we have stateside is our W-4 and income tax form.

I don't know why anyone would expect to find a specific rates notice
online...I doubt they publish individual notices any more than they
publish individual estimated tax notices here in the US...however:

Sydsydney, if what you are looking for are the estimated rates
themselves for specific things I found some calculators for you.

http://erevenue.nsw.gov.au/calculators/index.htm

This will at least give you an idea of what to expect in your next
rates notice if nothing else.
