I would like to know how much a certin country spends on its defense
as a whole number (e.g. $4Blillion) to how much as a % (12%). I am
looking for links to sites.

The quickest source for this information is the CIA Fact Book.

This page will take you to Military expenditure by each country in US
dollars (alphabetically). The year of the source information varies.

data by country in the following three formats:
Military expenditure in local currency, at current prices. 1988-2002 
Military expenditure in US dollars, at constant (2000) prices and
exchange  rates, 1988-2002
Military expenditure as a share (%) of gross domestic product (GDP), 1988-2001 

You have to register to use the database
