I have found a government estimate for chidren under 5 years old in
Chicago in 2002. In my view, it is a reasonable presumption that the
number is fairly evenly divided between children 0-1, 1-2, 2-3, 3-4,
and 4-5 years old, and that the number did not change greatly from
2002 to 2003. Thus, one can divide this figure by 5 to get a good
estimate of the number of 4 year olds currently in Chicago.

Would this be a sufficient answer?

Please note that the number of children under 5 in Chicago listed by
this same government agency was only 5,000 less in 2000 than in 2002;
in other words, it differed by only a small percentage of the total.
So it does indeed seem reasonable to assume that the number will be
approximately the same in 2003.
