Hello and thank you for your question.

It may not be necessary to analyze carpet spot cleaning products on
the market--you'll find that the active ingredient is almost always a
percentage concentration of perchlorethylene.

This is good to know, since you often won't find the ingredients

You would buy perchloethylene from a commercial supplier; the minimum
order is likely to be a single 55 gallon drum.

General Description

There are non-toxic alternatives to perch,
Wet Cleaning Wool and Silk

but they will not be effective as a spot cleaner that you might compile and sell.

The broader class that perch is a member of includes
Chemicals in the "organic solvent" class include aliphatic
hydrocarbons (mineral spirits, varnish, kerosene), aromatic
hydrocarbons (benzene, toluene, xylene), chlorinated hydrocarbons
(carbon tetrachloride, trichloroethylene, tetrachloroethylene [also
known as perchloroethylene, or perc]), aliphatic alcohols (methanol),
glycols (ethylene glycol), and glycol ethers (methoxyethanol).

But again, it's fair to say that perch works best.

You also asked about compiance requirements in zip code 95404.
This is a concern because of the susceptability of well water to

However, there is a good chance that you can meet the fairly easy
licensing requirements for a cottage industry:

"Cottage Industries are commercial uses in conjunction with a dwelling
which are more extensive than home occupations, but which, like home
occupations, do not alter or disturb the residential or rural nature
of the premises or its surroundings. Cottage industries are permitted
upon issuance of a Minor Use Permit. Contact the County Department of
Planning & Building Services cited above for more information about
this designation."

None of the answers that I recived are worth didly. I do not want to

Although you have already rated my answer, I will try to get you the
information that you need.

So far the most promising company for chemical analysis appears to be
IMPACT Analytical
1910 West Saint Andrews Road
Midland, MI 48640, U.S.A.
http://www.impactanalytical.com/molchar.html

Of course they are not located in California but they are accustomed
to dealing with their customers by mail.

Anyway I will continue to look for analytical companies closer to you,
but I wanted to start you off with this one.

Hello again:

As promised, I have continued to look for California-area companies
that may be able to analyze the cleaner and advise you on safety and
legal requirements.

I have located two:

Garwood Laboratories, Inc.
http://www.garwoodtestlabs.com/
7829 Industry Ave.
Pico Rivera, Ca 90660
(888) 427-4111
Phone: (562) 949 -ASAP (2727) Fax: (562) 949 - 8757

and

Atlas Testing Laboratories, Inc.
http://www.atlastesting.com/
6929 E. Slauson Avenue
Los Angeles, CA 90040
(323) 722-8810

I also located a Pennsylvania firm:
Analytical Testing Services, Inc.
http://www.wetestit.com/
Telephone: 814-432-7214
FAX: 814-432-9424
Postal address: P. O. Box 61; Franklin, PA 16323-0061
Shipping address: 191 Howard St; Franklin, PA 16323-2362
Electronic mail: info@WeTestIT.com

As you'll see by their websites, all of these are commericial
enterprises. You will need to talk to them about the possibility of
their doing your job at a reasonable price, and the safety aspects of
production.

Good luck
