I found one free hosting service that supports ASP and CDONTS:

Do you support ASP? 
A). We fully support ASP 2.0 on Windows NT 4 running IIS 4.0.

Do you have support for ActiveX & COM objects? 
A). At this time we do not allow you to install or run these nor will
we do this if you request it. We do have JMail, ASPUpload and CDONTS
available for your use.

They are all supported by ads. 

It is extremely rare to find free web hosting that is not supported by
ads. I have made a list of the better free services, and the "catch"
for each is highlighted in red:

After a web search and checking several hosting directories, I feel
confident that a free hosting service, without banner ads, that offers
advanced features such as ASP and CDONTS does not exist.
