One simple solution is to use the highlighting capability
built in to your browser, in conjunction with the "page down"
key, as suggested by tutuzdad-ga. I experience the same thing
you mentioned, in that the "page down" key results in the page
moving down one page minus 4 lines - and it *is* frustrating!
To get around this, you can highlight some portion of the
last text you read, and then hit the "page down" key.
In doing so, the text you highlighted will remain so, and
give you an exact indicator of where you left off.
This will not work if you use the mouse to scroll, since,
as soon as you click your mouse anywhere, the highlighting
will disappear. Using the "page down" key will not cause
this.
Additionally, sometimes I want to be able to highlight a
particular portion of text, out of several pages, so I
can scroll back an find it easily. IE5 used to have an
add-in utility that supported this function, but it
wasn't carried over into IE6.
The built-in highlighting in black will not support this,
again, since it disappears with your next mouse click.
For that purpose, I now use 'Browser Buddy', a program
which creates a yellow, magic marker type of highlight,
which remains as long as you're on that page.
'Browser Buddy' has the additional capacity to enlarge
selected text, which is useful for reading very fine
print without enlarging the text on the entire page.
It has yet another wonderful function, which is to
highlight keywords of your choice throughout the
enire page, something along the lines of Google's
cached pages highlight your search terms. This
makes it quite a bit easier than using the browser's
built-in 'Edit' -> 'Find On This Page' function.

You didn't say what Operating System you're using, or
whether your mouse has a scroll wheel, but if it has
one, chances are the free MS Power Toy 'TweakUI'
(for 'Tweak User Interface') is available for your
version of Windows. If it is, TweakUI has settings
on the 'Mouse' tab which will allow you to 'Use
mouse wheel for scrolling' and to set the scrolling
either to one page at a time, or to a number of lines
designated by you. I find there's a little overlap
with the 'one page at a time' setting', which is
often okay, but if I set it for 19 lines at a time,
it's closer to exactly one page.
TweakUI is available from Microsoft, for the following
Systems: Windows 2000, Windows NT, Windows ME, Windows 98
