Hello mcd ,
I have found several locations in Mexico with good
bodyboarding/boogieboarding beaches for you. It is difficult to rate
them for you, in any particular order, as I am not aware of your
preferences, other than undertow and not too dangerous a surf. Also,
it seems, beach preference is individual. Some of the beaches I list
are the locales of surf/boogeyboard competitons, leading me to
believe these are some of the better beaches.
The undertow issue is problematic: many beaches listed as top
surf/boogeyboard beaches are known for the undertow. Some beaches are
marked as such. The worst undertow beaches I found, were these:
Cabo San Lucas, Cancun, has a strong undertow:

http://www.treasurenet.com/forum/beach/messages/1002000.shtml
Playa de Oro has a strong undertow:

Las Cuevas has a strong undertow:

==========================================================
Puerto Vallarta area:
Sayulita: I would select this as an excellent choice. Sayulita appears
to be less touristy and commercial, has a village charm, and,
according to the Tropical Getaways site, is like Puerto Vallarta was
30 years ago, with ?an ideal year-round climate?
A few of the beaches here do have an undertow, and this site lists them:
http://www.gonomad.com/destinations/0012/koch_sayulita.asp
Sayulita is located on the Pacific coast of Mexico, forty-five minutes
north of Puerto Vallarta ?Sayulita has become a popular little surf
town. It has a fun pointbreak with a rock bottom that breaks left and
right. The wave suitable for longboards and beginners and is probably
one of the best places in Mexico to learn to surf. Board rentals and
lessons are available on the beach.?

http://www.sayulita-mexico.com/
http://www.tropical-getaways.com/mexico/area.htm
?Sayulita is Surf City circa 1962, with long- and short-boarders
working the waves together in uncrowded camaraderie. Throw in
horseback-riding trips into the jungle, great snorkeling off the
rocks, kayaking, mountain biking, and superb fishing, and you wonder
why anyone would pass this up for over-priced faux-Thai food in Puerto
Vallarta. You can get the full athletic treatment at Costa Azul
Adventure Resort (doubles, $65-$98; 800-365-7613), a five-acre
jungle-beach compound with only 28 rooms in the neighboring village of
San Francisco.?

Another seemingly excellent choice: Punta Colorada, Mexico where the
Bodyboard Pro-Am was held, August,2003 ?Punta Colorada is the ideal
environment for bodyboarding. It's a little visited, pristine beach
around the point at the far end of Bacocho Beach. It consistently
offers perfect tubes, left and right a-frame breaks, one to two meters
high. And because the water there is shallow, it isn't suitable for
regular surfing, but it's a bodyboarder's dream.?

http://www.centralsurfshop.com/
?For those looking for good waves but not the punishing consequences
of Zicatela's beach break, head to the far southern end of Zicatela
Beach known as La Punta or "the point". La Punta is a consistent left
point break that can be big or small depending, of course, on the
swell. This forgiving break has long workable rides and is an
excellent place for beginners through advanced surfers to hone their
skills.?

Another very good choice: Turtle Beach, Nayarit, Mexico, has minimal
undertow and good surfing.
http://www.turtlebeachparadise.com/rental.html
http://www.playalastortugas.com/links.htm
http://www.surf-mexico.com/states/Nayarit/sanblas.php
San Blas, Nayarit, Mexico. ?The area around the retreat is a world
famous surf spot but unfortunately the waves only get big when there
is a storm, usually April through October. The best spots for
surfing here are in Matanchen Bay at Las Islitas, Stoners, (keep
walking past Las Islitas) and Borrego beach. The shape of the waves
in Matanchen Bay is perfect, and is in the Guiness book of records as
the world's longest wave, but it's usually small. There's a shore
break at Borrego Beach outside of San Blas that breaks most of the
year. Andra is an expert surfer and was a judge at the 2002 Saulita
Surf Contest. Lessons are available at extra cost.?

La Saladita: This site is actually a site for a surfing camp in La
Saladita, Guerrrero, Mexico, but they describe the waves as ?Anybody
with the dream of surfing: swimmers, surfers and bodyboarders of all
ability and skill levels, ages 8 through adult are invited. The
Mexican coast offers a unique combination of excellent waves, warm
water, consistent swell and tropical beauty. The winding coastline
captures swells year round and blends warm water and great weather to
create excellent surfing conditions.?.

Rio Nexpa, Michoacan, Mexico
Surf and bodyboarding contests are often held at Rio Nexpa, Mexico.

This WannaSurf site says this beach is becoming increasingly crowded,
but worth it! Weekends are more crowded than weekdays. Several surf
pictures are on this page.

=============================================================
Barra de Navidad, Jalisco, Mexico, 140 miles south of Puerta Vallarta.
?Barra de Navidad is still a small and sleepy town stretched along the
sandbar that curves around the bay toward the neighboring towns of San
Patricio/Melaque/Villa Obregon. Boogie boarding waves can be found
along the Barra beach as well as to the north in La Manzanilla or Boca
de Iguanas on Tenacatita bay.? Whale-watching is also a popular
activity here!

?Indeed, after a short time in Barra you will find it to be a place
which leaves a lingering sense of nature's breadth and the simple
pleasures of a Mexican coastal town. ?

?Barra de Navidad is located roughly half way between Puerto Vallarta
and Acapulco in a region known as the Costa Alegre. Costa Alegre
roughly translates onto ?The Happy Coast?. This seems an apt name for
this remote and pristine piece of paradise. Lodging found on this site
also.

San Miguel, Mexico

and
http://www.caribbeantrip.com/nhotels/islands/Cozumel_Mexico/San_Miguel_Cozumel_
Mexico.shtml
From MexicoSpringBreak: ?San Miguel is possibly the most famous spot
in the area and probably the best when it is on. Take the San Miguel
exit by the third and final tollbooth. The wave is an excellent right
point that breaks on most west to northwest swells. If the swell is
too south or southwest, it will be blocked out by Todos Santos and
Punta Banda. This is one of your better bets during the winter and
spring months although it is a fairly long trip from Rosarito Beach. ?

?Long sandy beach stretching from just south of Festival Plaza Hotel
north to the Rosarito Beach power plant. Waves are fairly inconsistent
here, but on any given day conditions can be excellent. A pier has
recently been added off the Rosarito Beach Hotel, which may provide
some relief in the way of sandbars. There is also a pier and a jetty
near the northern end of the beach.?

According to SurfingMexico, ?There are waves in Mexico year round.
Summer:
March through April is when the Southern swells come in, peaking in
May-August, and the more southern areas, and south-facing breaks will
be best. This is when hurricane south swells may come in.
Winter Time:
October through March is when North and NW swells come in, peaking in Dec-Feb.
