Hi homerd,
IWatch is the command file for an internet filtering software which
your computer is trying to access when you boot-up.
1) Have you ever downloaded IWatch?
"iWatch is internet filtering software for your PC that limits access
to inappropriate material. Unlike other filtering software, iWatch
gives you total control over what content you feel is apropriate and
what is not.

2) Do you have a FRITZ!X USB with ISDNWatch?
"The ISDNWatch software included with FRITZ!X USB provides a dialing
filter for more security and control on the ISDN PC. The PC is doubly
protected against dialer programs and premium-service numbers:
ISDNWatch allows the user to block calls to and from both individual
numbers and whole number blocks. ISDNWatch displays a pop-up message
when any program attempts to dial a prohibited number, so that PC
users are warned of premium-number dialers. The analog extensions?the
telephones or fax machines connected to the PBX?are also guarded
against unwanted connections."

3) If "no" to both questions:
- Option one: Start / Run / MSConfig / StartUp
It is safe to uncheck ISDNWatch and/or IWatch and/or FRITZ!X.

Remove ISDNWatch and/or IWatch and/or FRITZ!X.

Hummer, Thanks for your response. I have not downloaded nor could I
find Iwatch, FRITZ!X USB OR ISDNWatch when I followed your directions.
The entire screen message reads as follows;in the banner, it reads, "
Iwatch.exe - Entry Point Not Found". In the body it reads, " X The
procedure entry point FT_Exit8 could not be located in the dynmaic
link libraryKERNEL32.dll."

Hi Homer,
Ok, here's what my brain cooked up if the virus scan came out clean.
It's a way to shortcut to a solution - one can spend hours and hours
looking for the whys and wherefores of a computer problem and never
really solve it. At least this *may* cure the problem, if not the
disease.
Consider downloading iWatch (the link is in number 1 of my first
clarification request) which will contain the .exe file your computer
is looking for, do a virus scan on it first before installing, install
if clean, reboot to test if the error is fixed, and then uncheck
iWatch in the Start properties (you could try uninstalling it but my
guess is you'd end up with the same problem). 50/50 chance it will
work?
It's up to you. You could wait awhile in the hopes another researcher
can come up with something better but at least it gives you a bit of
hope.

Hummer,
I tried your solution. I downloaded Iwatch, installed it, and
rebooted. Same message as before. Then tried uninstalling. Message
still there. Thanks again for all your help.

Hi homerd, I'm still thinking of you.
You could try HijackThis. Basically, it's a program that will make a
log of what is in your registry, which you will then post on the
HijackThis forum and they will tell you what to remove from your
registry. When you send the log, include a description of the problem.
"A general homepage hijackers detector and remover. HijackThis
examines certain key areas of the Registry and Hard Drive and lists
their contents. These are areas which are used by both legitimate
programmers and hijackers. It is continually updated to detect and
remove new hijacks.
Note: HijackThis does not target specific programs/URLs, just the
methods used by hijackers to force you onto their sites. As a result,
false positives are imminent and unless you are sure what you're
doing, you should always consult with knowledgable folks (e.g. the
forums) before deleting anything."
