Voters in Canada's Northwest Territories are voting Monday for a new
government. Its voting system is very unique (see
http://www.cbc.ca/stories/2003/11/23/nwt_031123 for a description).
I'm looking for three other Canadian examples (any level of
government) where the election of public officials is unusual. The
more unusual, the better. (Are there are that were/are drawn randomly?
Are any elected because they received the FEWEST votes? etc.) These
references can be historic or current.
