Do you know the name of a site where you can upload a picture of for example a
face, then manipulate it by stretching the mouth, eyes, etc., then
download again?

I have found a site where you can upload an image and distort it
onscreen in many amusing ways. You cannot technically download the
image after you've manipulated it. However, you can achieve the effect
of a download by doing a "Print Screen" and cropping the image, which
can then be saved to your hard drive.

Here's an example. One of my favorite actors is Christian Bale, so I
chose an image of him. I thought it would be fun to see what he'd look
like if he were an elf in "Lord of the Rings," so I twiddled his face
around a bit.

Here's the original photo that I uploaded to the site:

And here's the finished image, after I did a "Print Screen" and cropped it:

Would this kind of site meet your needs? If so, I'll be glad to post
the site's URL as the answer to your question.

Further searches have not yielded a site that enables an actual
"download" of an image after it has been manipulated. Such a site may
not exist, since there could be Java-related security problems. I do
believe the site I mentioned above is the best that can be found. If
you're not familiar with the use of "Print Screen," I can provide
assistance.

Please let me know if you're interested in this site. In the meantime,
your question is fully open for other Researchers. It is possible that
someone else may find exactly what you need.

There are many websites that allow the user to "warp" images of
celebrities and politicians by using a clever Java applet. This site
goes a step further, permitting you to upload and warp your own
picture:

GoofUps
http://www.goofups.com/warp.jsp

Once your upload is completed, the image can be manipulated easily.
Just click on the area of the image that you want to warp, and move
your mouse. It will be as if the image is made of rubber, and you've
hooked part of it and dragged it to a new position. The possibilities
are virtually endless. There is a button to "undo" a change, or you
can "reset," which undoes all changes, taking you back to your
original image.

When you are satisfied with the warped image, you'll want to save a
copy of it. Here's how to do that:

"Windows

1. Take a screen shot. Click once on the title bar of your browser, to
make sure it's active, and press Alt + PrintScreen. (The PrintScreen
button is on the upper-right of your keyboard, often labeled PrtScn or
something like that.)

2. Paste it into an image editing program. Open up the Paint program,
for example -- this is under the Start menu, under Programs >>
Accessories >> Paint. Click the Maximize button on the upper-right
corner of the window, and choose the Paste menu item.

3. Crop it. If you want, you can use the program's image tools to
erase or delete the parts of the image you don't want.

4. Save or Print. Now you can save or print the picture you made.

Macintosh

1A. Take a screen shot. Press Command(Apple) + Shift + 3, all at the
same time. You should hear the sound of a camera snapping a picture.
This will put a file containing a screen shot on your hard drive.

1B. Or, Take a cropped screen shot. (This only works on System 7.6 or
later.) Press Command(Apple) + Shift + 4, all at the same time. The
mouse cursor will turn into cross-hairs. This will let you choose
which part of the screen to grab. Click and drag the outline of your
picture - i.e. click on the upper-left corner of the image, hold down
the mouse button, and drag the mouse over to the lower-right corner of
the image. Then release the mouse button. You should hear the sound of
a camera snapping a picture. This will put a file containing a screen
shot on your hard drive.

2A. Open it with SimpleText. Double-click on your hard drive icon (for
example, Macintosh HD), and you should see a file named 'Picture 1'.
Double-click on this file to open it in SimpleText. You can now print
the picture, but you can't edit it in SimpleText.

2B. Or, open it with an image editing program. Use an image editing
program like Photoshop to open the 'Picture 1' file, to crop the
image, and save or print it from there."

Google search strategy:

Google Web Search: "warp" + "applet" + "upload"

Have fun! If anything I've said is not clear, please request
clarification; I'll be glad to offer further assistance before you
