It is nice to work with you. It seems as you are a regular contributor
to the Google Answers community.

Form your question, I can assume that your project will be IT/Computer

Hi!

If you want just to "register bid for a project" - you may use any one
site from list in previous answer.
But if you want to complete you project - RentACoder.com is outstanding one.

Take a look at the new website: www.codecogs.com It is a database of
C/C++ where the majority of the code is free to use under the GNU
general public licence. Contributors can also choose to allow the
commercial licensing of their code, at a cost of their choice, for
which they will receive the royalties.

The site also enables users to post requests for code, and enables
coders to bid to develop these requests.
