How do I connect the S Video form my computer to the tv?  I want to
watch DVD's on my TV using my computer

Hi,

You connect one side of the cable to your card, the other side of the
cable to your TV and you configure your drivers to display on the TV.

Do you have the cable that Endo mentioned, the S-Video to AV or RCA
cable? You'll need it to connect the TV to your video card.

I just bought a new tv.  I have a HP Laptop.  It has Windows XP.  I
want to watch dvd's through my tv using my laptop's dvd player.  I was
told to get the s video wiring and connect it to the tv in the back of
the set.  I have the wiring but nothing shows up on the tv.  I do get
sound through the tv.

Hi,

What HP laptop model is it?

You have to enable the TV output in the video drivers and set your TV
to the AV channel and configure the TV for SVHS input.

To support Endo's suggestion, you can probably configure your S-video
output in the Display Properties, then Advanced button, of your
computer, or whatever video management software you have installed for
your computer. For example, for an Nvidia card, it would be Nview, and
for an ATI card, an equivalent program.
