I'm researching a paper on health education in schools. There's a big controversy about "abstinence only" in relation to sex education, I know, and I'm looking at issues that may (or may not?) be comparable. In any case, I'm trying to find out if the federal government mandates teaching about HIV-AIDs in schools, and which laws require this? A major related question is: What is mandated and/or allowed, in terms of the specific information? Can any and all info be provided, or is this another area where the information is to be limited to "abstinence only"? I've found much info on the Internet, yet still can't seem to find the basic answer to the essential questions above -- together with very specific documentation pointing to the main statutes, etc. (It's for a school paper.) Thanks! |

The quick answer is that education is primarily a state responsibility, not a federal one, and the federal government doesn't say much about curriculum. If a school district does accept abstinence-ed funds, it is required to use that money for an abstinence program that "has as its exclusive purpose, teaching the social, psychological, and health gains to be realized by abstaining from sexual activity." Read into that what you will about HIV/AIDS education. |
