I am trying to find a copy (preferably and English translation but
that is not a must) of an academic paper.  The citation is:

Selberg, H. L. "Zwei Ungleichungen zur Erganzung des Tchebycheffschen Lemmas",
Skandinavisk Aktuarietidskrift, 23, (1940), 121-5

There is one other published papers by H. L Selberg that I would like to get also.

Hello, larrykone,

I have located copies of both the original papers in a local library
here in Norway.  However, they are not stored in the library's public
section, and I'll have to pay a fee of NOK 70 (about US$ 10) per
article to obtain copies of them.

If you prefer, I could post the relevant contact information for you
as an asnwer, and you could contact the library and pay for the copies
yourself.  As an alternative, I could obtain the copies for you and
post them on a web site.  To do this, I would have to ask you to raise
the question price to US$40 to cover the expenses.

Hello again, larrykone,

The Google Answers Editors and some of my fellow researchers have told
me that it would be inapproperiate for me to ask you to increase the
bid for your question in order to pay me for the expenses involved in
obtaining the copies you have requested.  There might also be some
copyright issues here, because the 1940 journals involved might still
be covered by Swedish and/or Norwegain copyright.  This might prevent
me from posting the papers on a public website where you could
download them.

However, I could still give you information on several libraries that
could mail (or fax) you the copies for a fee.  Would this be an
adequate answer to your question?

"Skandinavisk aktuarietidskrift" (ISSN 0037-606X) was a journal that
was published in Uppsala, Sweden by the Swedish and Danish Actuarial
Societies (http://www.aktuarieforeningen.com/ ,
http://www.aktuarforeningen.dk/eng.htm).  It succeeded "Svenska
aktuarieföreningens tidskrift" in 1917 and was incorporated in the
"Scandinavian actuarial journal" (ISSN 0346-1238) in 1974.

I have contacted several university libraries in Scandinavia to check
the availibility of the 1940 issue you are referring to, and I have
verified that it is indeed available from several of them (see
listings below).  It is, however, not possible for me to make copies
of these papers and post them here as an answer.

The reason for this is copyright law.  Swedish law protect these
papers from being reproduced in a public forum (such as Google
Answers) without the consent from the copyright holder.  The copyright
is valid until 70 years after the author's death.  More details on
Swedish copyright law can be found at

However, it is possible to obtain authorised copies of the papers by
paying a fee to a library that stores the journal.  These charges are
around US$ 10 - 20 per paper, and cover copyright fees and
retrieval/reproduction costs.

supply them with the citation information you posted in your question.
