Frederick W. Kagan's ?War and Aftermath? published in the
August/September edition of Policy Review, Kagan has the following
quote:
"Survivability is uniquely dependent on the effectiveness of network
integration to ensure that the fcs [Unit of Action ? equivalent to a
brigade] can see first, understand first, and act first, [sic] finish
decisively. The objective is to engage and destroy the enemy before
the enemy can close with the fcs [Unit of Action].?

Does anyone know the original document he is citing this from? And,
better yet, how I can attain a copy of the document.

I used the following Google search string, which turned up about 32 articles:
evaluation + "future combat system" + survivability + uniquely

I then quickly scanned each for the word "uniquely" but was not able
to find the quotation.
