About 8 years ago BBC Radio 3 broadcast a 'musical' work which was
made up of snatches of random mobile phone calls which had been
obtained by somehow listening in on them and strung together. I should
like to know the 'composer' and how to get in touch with him/her and
obtaijn a recording.

The musician/composer you remember listening to is Robin Rimbaud aka Scanner.

?Robin Rimbaud aka scanner. records phone conversations with his
portable radio scanner and puts excerpts of the most intriguing
conversations into his recordings and DJ performances. Disturbing,
amusing and often shocking, scanner reveals that nothing is private
anymore and your neighbors are a lot more unusual than you think.
Voyeurism or art? Titillation or a powerful statment on
technology?...?

It sounds like you're talking about Robin Rimbaud aka "Scanner". He
was featured on BBC Radio 3 in 1995.

Scanner has since done other work, which you might also enjoy. One of
his finest recent moments was a new soundtrack for the Antonioni film
L'Eclisse, which I saw screened in Oxford last year. The soundtrack
was found sound from the city, with parts of the original soundtrack.
I can recommend!
