Hello.

I believe that you're looking for the Council on Foreign Relations:
http://www.cfr.org/

"What is the Council on Foreign Relations?
...The Council is a nonpartisan national membership organization,
think tank and publisher, with headquarters in New York, offices in
Washington, D.C., and programs nationwide."
http://www.cfr.org/about/memberfaq.php

You can read reports put out by the Council on Foreign Relations on this web page:
http://www.cfr.org/pubs.php?type=reports

---------

Cheney and Perle are mentioned as members of the group on this page:
Group Watch: Council on Foreign Relations
http://www.publiceye.org/research/Group_Watch/Entries-39.htm

Rice has also been affiliated with the group:
"In 1986, she was a Council on Foreign Relations fellow at the Pentagon..."
source: Condoleezza Rice: National Security Advisor, hosted by afgen.com
http://afgen.com/condoleezza_rice.html

Rumsfeld has also participated in the group's events. See the
transcript of a speech he gave there last May, hosted by
defenselink.mil:
http://www.defenselink.mil/speeches/2003/sp20030527-secdef0243.html

Some other members are listed by politicalgraveyard.com:
http://politicalgraveyard.com/group/cfr.html

-----------

search strategy:
"think tank" "new york" cheney
"council on foreign", rice, perle

I hope this helps. If this isn't the think tank that you had in mind,
please let me know via the "request clarification" feature. I will
resume my search if necessary. Thanks.
