I was awestruck at how elusive this answer was. I was however, able to
finally locate the most likely source of the old quote :

When Said : Unknown. My educated guess - his 'forced' retirement.
Actual Quote
"I pledge to you 110 percent of my courage, compassion, my commitment
and my conviction. Continue to march on."

My memory recalls learning this quote on numerous occasions. It was
(and is) generally accepted in the Corps to pass down history in
verbal format and accept the information as valid. Unfortunately this
quote is made obscure by his more famous quotes -
