Looking for the name of an American movie I saw on TV several years ago.

I am not sure if I remember the plot correctly; but it was something like this:

A girl is being kidnapped by a psychotic person who thinks he is "a
new Noah". He is recreating Noah's Arch in a cave (?), with two dead
species of each animal (?). The main character is a boy whose father
works for the police/FBI; trying to find the girl. This boy finds the
girl and the psycho before the police do; but barely manages to escape
together with the girl. (He is captured and tied to the boat/arch
together with the girl.) The movie ends with the arch and the "bad
guy" falling into a deep canyon being crushed to pieces. The movie is
placed in some arid, western state (???, think old western scenery).
It is a thriller (?), probably made in the early or mid-nineties.

Have no idea why I remember this movie, I don't even think it was
especially good; but not knowing the name has been bugging me for
several years now...
