I need a link to a website that has government( or royalty free) state
maps I can download with cities on them.

One of the best websites for maps is the "Perry-Castaņeda Library Map Collection"

If you click on "State Map Sites"

you will see there are links to various state map sites

In particular I recommend you look at these sites:

Although the "Perry-Castaņeda Library Map Collection" website is in my
favourites, as I use it almost daily.

I've looked at about 30 of the pages and can't seem to find any with
government state maps showing cities. The site is nice but either it
won't answer what I need or what I need is buried where I can't find
it.

Hello again bransonshows.

Sorry you weren't able to quickly find a site that was suitable.  Here
is a site with state maps from the "US.Department of Transportation,
Federal Highway Administration" Towards the bottom of the page you
will see a list of states, click on a state and the map will appear.
http://www.fhwa.dot.gov/hep10/nhs/ If you need to download the .pdf
reader you can do so for free here:
http://www.adobe.com/products/acrobat/readstep2.html

Note: the maps are fairly large and take a little time to download
