As a J2ME developer, which company should I use to certify and sell my
mobile applications.  Some criteria I would consider are percentage
paid, payment turnaround time, potential users (subscribers), cool
developer tools, certification fees/process, sign-up cost, etc.
A small list should suffice.

I would suggest that to start with, you check out some of the network
operators, eg:

They should be able to provide a large potential user base.
