government has required restructuring in health care centres between
acute and ambulatory?

I'm looking for:
trends in health care delivery - why our health care centres are being
divided between ambulatory and acute. this was begun under the federal
govt. and called 'restructuring'. Cost savings are one driver, but
what is the imapct to the patient?
-research paper speaking to restructuring, as above. Why now?
- other health care centres in Ontraio may have undergone this split.
2 hospitals in one city and one is made acute - one is made ambulatory
