I once found a site that ranks the best chocolates in the world by
category. The top category was something like "ultra luxury." There
were about five such quality categories with about a half-dozen
chocolate makers in each. I now can't seem to relocate that particular
site, although it seems I've tried every logical combination of search
parameters.

I'm almost certain I found the site you want but would like you to
read this and verify it is indeed the one.

"I have ranked chocolate bars into the following categories. The top
rank is excellent chocolate, and is reserved for chocolate that brings
a smile to your face after eating it. The second tier is very good
chocolate that is a pleasure to eat. The acceptable tier is good
chocolate that fulfills man's basic need for chocolate, with no
regrets. Fair chocolate is good except for some slight flaws.
Unacceptable is for chocolate that has flaws such that one would eat
it only if desperate for some chocolate, but eating it leaves one with
unpleasantness."

Does that seem familiar?

Rainbow, yes, I believe the odds are high that's the site I was trying

I believe the site you are looking for is called "Tom Chester's
Ratings of Chocolate Bars."

"...I rate separately chocolate bars, containing only chocolate, and
chocolate candies, which include nuts, caramel, cremes, etc. Chocolate
candies are an entirely different beast than chocolate, and to my
mind, the boxed candies that are mostly ingredients other than
chocolate hardly count as chocolate at all. A chocolate connoisseur
craves the pure thing. Chocolate candies appeal to an entirely
different connoisseur, and are much more complex due to the large
variety of fillings and because they are often judged more on price,
"snob appeal" and appearance in addition to taste. "

I could not find anything that precisely fits your description, but I
thought you might be interested in this chocolate-related site that
has rated various chocolates (with Godiva at the bottom!):

In my view, the Google Answers Researcher who is most knowledgeable
about chocolate is Missy. I hope she sees this question. What Missy
doesn't know about chocolate could be packed into a teacup and still
leave room for a family of field mice and a politician's ethics.

Somebody said "chocolate"!  Yippee!

I have not updated this in quite a while (mostly because I'm so busy
with Answers and my Monsters), but this should give you a good
starting point if you're looking to buy good chocolate:

ALL chocolates listed on that page have found their way into my mouth
at one time or another, so there are no "blind" recommendations.  If I
haven't eaten it, I won't put it there.

I have...let me see...just over a dozen chocolatiers and resources I
need to add to bring that up to date.  Just say the word, and I'll
carve out the time to update it this evening if you're interested.

When I was in Brussels in the late 70s, I remember having Leonidas
chocolates from candy kitchens with big bays opening onto the
sidewalks. I had always thought they were close to the top in the ne
plus ultra category.

Hi Nautico,

Leonidas is quite yummy.  I was recently gifted with a pound of the
dark pralines, and enjoyed them quite a lot.

You know what, though?  Nirvana is better, and Piron of Evanston comes
awfully close.

I'm updating the chocolate guide, since I'm finished with work for the
day and trying to keep from sticking my head in the fridge.  Give it a
look on Saturday morning for some new goodies to investigate.

Missy, I once bought some Leonidas chocs online. They were shipped out
of a store in Miami. I do remember they weren't as good as the fresher
samples I'd had in Brussels.
