How do you download and install 128-bit encription if your browser is
Explorer 5.0? The sites I am referred to all seem to start with IE 5.1
or higher and Microsoft, in its infinite mercy, does not explain how
to do it.

You need to install the Microsoft high encryption pack.

Please see the details here:

Internet Explorer High Encryption Pack

If you're running Windows 2000, you will need another download:

Windows 2000 High Encryption Pack 
http://www.microsoft.com/windows2000/downloads/recommended/encryption/

endo-ga: Thanks for identifying the right software which, in my case,
is the version for Windows 2000. I tried downloading it; it went to my
desktop. Can you explain how I make this thing go into Explorer and
work its magic?

Hi,

All you have to do is install it using the setup program. Just launch
the executable. When it's finished that's it!

If you start IE then go to help->about Internet Explorer 
You should now see Cipher Strength: 128bit
