I live in Seattle and have a '92 Toyota Tercel with engine problems. 
It drives fine, but produces too much smog and smoke.  It won't pass
the smog test in WA, but you can just pay $130 to pass it and then in
theory drive this smoggy car for a couple years no problem.

I want to donate it to somewhere and I want to ensure it will not be
driven, because I don't want it smogging all over the place.

At first I called your standard auto-donate places, but they can't
ensure it won't get driven around after I donate it.  I was thinking
maybe a high school chop shop or something like that, so it will get
taken apart or have the engine rebuilt, rather than become a cheap
beater car for someone to drive around.

Anyway, I haven't found a place that will take it and also assure me
they'll take it apart or do something other than put it somewhere it
might get sold to someone who might end up driving it around in its
current condition.

Rather than having me spend the time to actually render the engine
totally unsuable, which sounds like a hassle, please find me a place
to donate it where it could be used for parts or learning, but not for
driving.   Tax deductible a bonus, but not necessary.

You worry too much. Just take it to your local srap yard. They will
take it apart and sell the usable parts off of it and then send the
hulk shell to be melted down and recycled. I bet you didn't know that
steel is the most recycled product sold in North America with the
possible exception of water.

How do I know that they will sell it for parts and not for reuse.
Because the parts that make up the average $20,000 car sell for
$100,000 new and a scrap yard sells used parts at 25% - 50% of new
prices

And since they are likely to only pay you $20-$30 for your car and
could maybe sell it for a couple hundred or a grand whole if it's real
good. They won't do that because they can get more for it in
parts.(It's called Market Forces)

If you want to be real smart. Put an add in the paper saying that it
it being sold for parts and that people must come and remove the parts
themselves. Once you have sold a couple fenders or doors etc.

Then take it to the scrap yard and you will have made good money on
it. And reused it! Because any one will tell you reusing things is
better than recycling them.
