Not a guest appearance.  She is a character that appears regularly but
infrequently.  She seemed to be modeled after Jenny Jones or the like.
 Sometimes she has her own show.  She has short blond hair and always
wears a tailored skirt suit.  In the episode which was on yesterday
where Homer gets his jaw wired shut she appears inside of Moe's Bar
all of a sudden.  When the cast see her and asks her why she is there
she responds "because I am an alchoholic" as if everyone already knew
the answer.  She then asks Homer to come on her show which is modelled
after The View.  I am looking for the name of the character, not the
actor whose voice is used although that would be a bonus.

In online scripts and episode commentaries she seems to be referred to
simply as "host." Those who watch daytime TV, however, will note that
the "Jaws Wired Shut" talk show is obviously modelled on ABC's The
View and its mouthpieces -Barbara Walters, Star Jones, et al, right
down to Barbara Walters' lisp.

I remember that episode and the woman looked to me like Simpson?s
stock character Lindsay Naegle with a ponytail.

Lindsay is the phone company executive in the Brazil episode ?Blame It
on Lisa?, and according to http://www.tvtome.com/Simpson, she also
appears in ?Large Marge? and ?She of Little Faith? as a real estate
agent and cohort of Mr. Burns respectively. I think she?s also in the
MENSA episode and runs an AA meeting that Barney attends in another.

It could be that her name was never mentioned. In one site, she is
mentioned as "Barbra Walters" (See question 12 on "The Simpsons",
<http://www.iei.uiuc.edu/structure/structure1/simpsonscloze_102.html>).

In any case, the show is called "Afternoon Yak", and is broadcasted on
the "Estrogen Network".

This is not her first appearance on the Simpsons, as you noted before.
She also appears briefly in "Bye Bye Nerdy", where Homer and Marge
watch the show, and changes channels after this:
Hostess: Men! 
Crowd: Booo!
Homer: cancelled (switches channels).
