I was hoping to find a department store nearby, that perhaps had
wedding registries, and could enable the couple to have a wide range
of choices of fine china, or silverware (tableware?) and that I could
get them a gift certificate so tht they would be able to choose

I would be happy to find a nearby retailer that could provide this
service, and they do not need to be in Balga, but within a short (in
time) drive.

Balga is only about 12 miles northern from Perth city center. There
are no suitable places in Balga itself (see for example:

you'll buy him a gift certificate there.

There are several options:

Have you tried the City of Perth's site? http://www.perthwa.com.au/
there is a Search Localities link on the left, which will allow you to
seach for RETAIL stores in the city, they have a lot of shops listed:
such as  Bed Bath n Table Address:   33 Forrest Chase  Perth  WA  6000

David Jones is the place. It is a great dept store and they have two
locations in western australia. go to www.davidjones.com.au and you're
done! I got married in Australia and rec'd a lot of beautiful gifts
from david jones.
