This past week I read about newly developed digital image editing
software which uses some type of AI to automatically adjust balance,
contrast, etc --- unlike traditional software techniques, this one
actually "sees" the picture and adjusts only the areas that are in
need.  As per the article, the software is now available to try free
online.
Can you help in finding me the site?

There appear to be a number of digital photo or scanner software
packages that use "Artificial Intelligence" to adjust the picture. 
Examples include:

Silverfast Ai, a plug in for Photoshop

and so on. If there is a specific product you have in mind, it may be
necessary to provide additional information or perhaps the name of the
publication so we can find the reference.
