 Are you saying the *mother*, *parent*, or *baby* has a valid green
card? Or do all three have valid green cards?

 Is the baby a US citizen? 

 Was the baby born in the US?

 Does the baby have a passport? If so, from which country?

 To which country are the mother and baby traveling?

 Does the mother and baby intend to return to the US? 

 Will mother and baby have round-trip tickets? 

 How long will the parent and baby be out of the US?

I need to know all I can about the situation, so I can supply you with
the correct information!

Regardless of the "correct" answer to this question, for the child's
sake it is far better if both parents can make the effort to come to
an agreement on the issue one way or another.
