Many times Circuitcity declined my application as an affiliate. I made
several web sites but none is acceptable for them. Upon my questions
they do not really make clear what their requirements are for
affiliate web sites.
I only know what sort of sites are prohibited, but I do not know what
sort of sites they like.
So my question is : what sort of web site should I make to be acceptable for CC ?

I do not work for Circuit City nor am I an Affiliate so my answer is based
on searches I've performed using the following Search Terms:

"special offers" -site:circuitcity.com "circuit city"

"affiliate of circuitcity" -site:.circuitcity.com
circuit city affiliate 2003 -site:.circuitcity.com

I think your website should promote any special offers Circuit City
has each week like this page:
http://www.department-stores.us/circuit.htm
