How can I reactivate a yahoo account that I was shut down by yahoo.

I'm not sure you can.
   
From Yahoo! Terms of Service:
  
"[..]If you provide any information that is untrue, inaccurate, not
current or incomplete, or Yahoo! has reasonable grounds to suspect

incomplete, Yahoo! has the right to suspend or terminate your account
and refuse any and all current or future use of the Service (or any
portion thereof).[..]"

But, if *you* have deleted an email address and would like to reuse it
before the 90-day holding period is complete, then see here for
