I have been offered an investment opportunity by someone who seems to
have few credentials.  How can I learn if this person has a criminal
record, ever been arrested, or has been involved in any 'flim-flam'
operation.

Do a GOOGLE search on the person's name (in quotation marks) and see
what comes up online.  Your best bet is to hire a private investigator
(for about $100-$300) in the same county where the subject lives to
get the juiciest information.  Also you can check county courthouse
records yourself to see if any civil or criminal cases involving the
subject are on record.  Good luck to you--it is most wise that you are
doing this in order to save the prospect of potentially losing money
later on--congratulations on protecting your assets!
