If my son takes my stock certificates to his bank and has them
guarantee my signature, and the bank did not see me sign, of have a
copy of my signature on file, or call me on the phone to ask me if I
had signed them...I need some authority in print to show the
supervisor of the bank that what they did was wrong and that the
signature guarantee program is in place to protect me from people
misusing my stock certificates in such a mannor.   Can anyone give me
the proving authority?

Hi.

I've located a web page that discusses this issue. It seems, though,
that the bank's lax procedures were not necessarily illegal or
"wrong."

By guaranteeing your signature, the bank accepted liability for any
forgery. Obviously, it was quite foolish of them to accept liability
for any forgery without making some minimal effort to be sure that
your signature was not forged. However, such foolishness is apparently
not illegal.
