If your question wasn't asking for an "edifice", the answer would
undoubtedly be the Blackpool Illuminations.
The Blackpool Illuminations have existed since 1879, and have the
correct number of bulbs, and are in England. But I doubt a lighting
display qualifies as an "edifice".
