If your question wasn't asking for an "edifice", the answer would
undoubtedly be the Blackpool Illuminations.

The Blackpool Illuminations have existed since 1879, and have the
correct number of bulbs, and are in England. But I doubt a lighting
display qualifies as an "edifice".

"Holidaymakers have tripped the Lights fantastic since 1879 when just
electric arc lamps bathed the Promenade in what was described as
artificial sunshine."

"Blackpool, Lancashire
Blackpool stretches in a long ribbon by the sea, punctuated with three
piers and dominated by its 519-foot (158m) tower (1894), for many
years the highest building in Britain. The heart of Blackpool, the
Golden Mile, is more like a quarter of a mile, and trams still run
along the promenade. During autumn evenings, the whole front is ablaze
with more than 375,000 bulbs, laser beams, animated displays and
tableaux."

"Blackpool Tower is lit by 10,000 bulbs during the resort's
illuminations, which makes it the central attraction."

"Around 375,000 lamps are used for the display..."

display isn't an edifice. Are there any buildings that do have alot of
bulbs?
