This is a somewhat open ended question, with the objective of
increasing enrollment into the chemical engineering department at a
major US university.  The first part of this question is what type of
high school students chooses chemical engineering as an undergraduate
major? What type of high school students should consider this as a
major?  What types of college undergraduates choose this major
subsequently to entering into another major?  What types of people
(e.g. high school counselors) most heavily influence high school
students to choose this (or similar major)?  Are chemical engineering
undergraduate enrollment rates currently up or down?

A good answer would address at least the majority of these issues.
