In particular, I'm interested in the tools that can convert paragraphs

There is a Natural Language Software Registry here:

processing (NLP) software available to the NLP community. It comprises
academic, commercial and proprietary software with specifications and
terms on which it can be acquired clearly indicated."
It also features a search form which you can use to search for
software which works for Windows, has an specific license and
processes English language.
Also, there is a category for Natural Language tools on the Google Directory:

I would accept as an answer a compilation from these or other sources,
which lists the NLP software which:
a) available for Windows;
b) has User Interface (not interested in APIs or libraries);
c) processes English language;
d) supported commercially or otherwise (not obsolete and not a
"vaporware" neither);
The list needs to include: name, link to the web site, a short
description, price (if available).
For extra credit and tip include the indication of popularity of the
software collected from the independent (not company's web-site)
sources.

Hello, knowser:
It's very hard to compile such list because most (if not all) NLP
tools are APIs or Libraries to integrate in your own software. There
is no reason to develop a NLP tool to analize text if it's not for
demonstration purposes of the API/Library, in any case, here is a nice
web interface to a tool that can help you:

Eventhough this is not what I initially wanted, you did the research
and deserve reimbursement for it. I lowered the Question price to $50.
I will accept as an answer a list of NLP software available for
Windows and supported at the present time commercially or otherwise.
(I dropped the requirement for User Interface). Thank you.

I'm sorry, but I have only been able to find three tools that may
fit your needs, I have been looking all the tools listed at:

And most of them are university projects, which are not very suitable
to get support, also, are not so specific to process language, but to
perform some of the steps to fully process a language, so I can only

I will understand if you want to cancel this question and post a new
