What software is used to creat graphics that can be used in web
designs and where can it be found in case of download?
NB: This software should be able to make graphics look a kind of digital plz.

So, you want a web design program that you can download, and can
create graphics, and you want to achieve a digital effect. Is that
correct?
  
One program immediately springs to mind - it is available for PC and
Mac operating systems, and you can download it as a demo. To buy it
costs about $350.
  
But I'm not exactly sure what you mean when you say, "make graphics
look a kind of digital", though I'm quite sure this program will let
you create the effect you want. It has sophisticated image editing
tools.
  
If this is what you want, then please let me know.

Another program that can do this is "Freeway". It's for Macs only
though. When used together with "Freeway Advanced Site Tools" (FAST),
you have the power to manipulate photos, generate artwork, create
complex drop-down menus and automatic site maps, and much more, all
within Freeway.
