How do I make a self extracting "EXE" for a MacIntosh OS from a
Windows PC.  I need the file to maintain file directories if possible
(like WinZip).

This is not possible. Windows' file system cannot create Macintosh
executables because Mac applications require a resource fork, which is
not supported whatsoever under Windows.

What is it you want to do, exactly? With this file? And even more
important, which OS?

More things possible with OS X.

Are you thinking of making a file self-extracting within a Terminal
shell (i.e. Darwin), as opposed to a Carbon app? Hmm... that might be
different. Resource forks are OS 9-ish...

Sorry for the delay. (Holidays).

I would like to make the equivalent of a self extracting "ZIP" file
for the MAC (downloaded from the web).  I would like to support as
many versions as possible.  There are many files and direectories in
the current ZIP files.

I want to create the Mac file on a Windows PC if possible (any version).
