I start the research at "ARIN WHOIS Database Search" page and do a
search for the IP number 169.254.116.177:
"ARIN's WHOIS service provides a mechanism for finding contact and
registration information for resources registered with ARIN. ARIN's
database contains IP addresses, autonomous system (AS) numbers,
organizations or customers that are associated with these resources,
and related Points of Contact (POCs)."

In this report two things sounded strange, or at least suspicious, to me:
NetType: IANA Special Use
and
Comment: Please see RFC 3330 for additional information.
Then I searched for the RFC 3330 in order to find the additional
information and I found it at:
IANA - Request for Comments: 3330
Title: Special-Use IPv4 Addresses:
"This document describes the global and other specialized IPv4 address
blocks that have been assigned by the Internet Assigned Numbers
Authority (IANA). It does not address IPv4 address space assigned to
operators and users through the Regional Internet Registries. It
also does not address allocations or assignments of IPv6 addresses or
autonomous system numbers."

In the paragraph "Global and Other Specialized Address Blocks" you can
read the following:
"169.254.0.0/16 - This is the "link local" block. It is allocated for
communication between hosts on a single link. Hosts obtain these
addresses by auto-configuration, such as when a DHCP server may not
be found."

In the section "Special-Use Addresses" you can read:
"Autoconfiguration" IP Addresses:
169.254.0.0 - 169.254.255.255
Addresses in the range 169.254.0.0 to 169.254.255.255 are used
automatically by some PCs and Macs when they are configured to use IP,
do not have a static IP Address assigned, and are unable to obtain an
IP address using DHCP.
This traffic is intended to be confined to the local network, so the
administrator of the local network should look for misconfigured
hosts. Some ISPs inadvertently also permit this traffic, so you may
also want to contact your ISP. This is documented in RFC 3330."
