mokus,

Files are different than programs. Programs need to be installed, has
this been done?

Yes

I installed each years version of turbo tax on my old PC. I downloaded
the spyware on my old PC as well. Now the turbo tax and spyware are
sitting in my C drive. Each years turbo tax is in a folder. Each
folder contains a number of turbo tax files.

Any applications such as Turbotax, etc... are not portable but their
files are. In other words, you will need to reinstall all of your
programs onto your new computer. However, the files that were backed
up onto your new computer can be opened. For example, say you typed a
document using Microsoft Word on your old computer. If you do not
reinstall Word on the new computer, you will not be able to open that
file. Once you reinstall Word, then you will have access to your
files. So, reinstall all of your programs and you should be all set.
