Hi there!

What you're looking for is a reverse lookup - a service that allows
you to locate a person with only their phone number.

There are a number of such services available for free, but with a few
caveats: they are NOT guaranteed to be accurate, and they don't work
with cell phone numbers or unlisted numbers:

PhoneNumber.com
http://www.phonenumber.com/reverse_phone.xhtml

SmartPages.com
http://www.smartpages.com/whitepages/?wppage=reverse-phone

Whitepages.com
http://www.whitepages.com/1129/reverse-phone

CellPhoneNumbers.com claims to be able to reverse trace cell phone
numbers for $85 per number:

CellPhoneNumbers.com
http://www.cell-phone-numbers.com

USA SkipTrace claims to be able to trace unlisted numbers for $65 per number:

USA SkipTrace
http://www.usaskiptrace.com/name_address_from_unlisted_number.html

Hope that helps!

Most phone companies offer this as a service under their Directory
Assistance (411) services. Just ask the 411 operator that you want to
do a reverse lookup. So if you're willing to shed out a small amount
of cash (like when you're not near a computer) try 411 as well.
