Dear swan55-ga;
Thank you for allowing me an opportunity to answer your interesting
question. The Bible doesn?t actually SAY that in so many words ? at
least not in a single place where such a statement stands alone. The
concept that all sin is a direct sin against God is a fundamental
premise the Christian Bible throughout. Let me show some examples of
how this understanding came to be. It first comes up almost at the
very beginning:
When Adam and Eve ate the fruit of the tree of knowledge God cast them
out of the garden of Eden, not because they sinned against each other
or sinned against the tree, but because they has disobeyed Him.
When Cain killed Abel, God did not lament the loss of Abel as much as
He lamented the sin Cain committed against Him in taking his brother?s
life and then lying about his sins.
In Genesis Chapter 39 Verse 9 the Bible talks about Joseph and his
temptation by a wicked woman; the wife of his master Potiphar. While
turning away the wicked woman?s advances Joseph says of his master
(the woman?s husband): ?There is none greater in this house than I;
neither hath he kept back any thing from me but thee, because thou art
his wife: how then can I do this great wickedness, and sin against
God??

So what Joseph is basically saying here, learned from the fundamental
lessons of Adam and Eve and Cain and Abel is, ?I?m the most favored
slave in this entire house, and out of sheer kindness your husband
Potiphar has given me everything I have ever needed and asked for. The
only thing in this house that I cannot have, even if I asked for it,
is you, his wife ? and I know that. To lay with you is to sin against
your husband and if I cannot do this to ?him?, a mere man, how then
can I do this to God? (implying that all sin is a sin against God
?FIRST?).
Note here that Joseph doesn?t say ?sin against this woman? or ?sin
against this woman?s husband? but professes that any wicked act is a
sin directly against God Himself. Joseph was explaining to the woman
that such a sin against her husband would be a terrible thing, but he
made it clear that this sin would pale in comparison to the offense it
would be to God.
Now in Psalms Chapter 51 Verse 4 David confesses to the Lord: ?Against
thee, thee only, have I sinned, and done evil in thy sight: that thou
mightest be justified when thou speakest, be clear when thou judgest.?
David had sinned greatly against many others but is most concerned
that in doing so he also sinned against God. David knew that, first
and foremost, all sin is against God. It is against God because it is
against His nature, it is against God?s commandments, and it goes
against the love God has shown toward man.

And in Romans Chapter 3 Verse 23 the Bible says: ?For all have sinned,
and come short of the glory of God?

The verses above are the foundation of the teaching that all sin is a
sin against God. There are of course many places in the Bible where
this belief is verbalized. One must remember that the Bible was
written over several centuries and throughout the entire development
of Judaism and Christianity this one belief, the belief that all sin
is against God Himself, has been consistent:
--------------------------------------------------------------------------------
Deu 20:18 That they teach you not to do after all their abominations,
which they have done unto their gods; so should ye sin against the
LORD your God.
--------------------------------------------------------------------------------
1Sa 12:23 Moreover as for me, God forbid that I should sin against the
LORD in ceasing to pray for you: but I will teach you the good and the
right way:
--------------------------------------------------------------------------------
Job 34:37 For he addeth rebellion unto his sin, he clappeth [his
hands] among us, and multiplieth his words against God.
--------------------------------------------------------------------------------
Jer 16:10 And it shall come to pass, when thou shalt shew this people
all these words, and they shall say unto thee, Wherefore hath the LORD
pronounced all this great evil against us? or what [is] our iniquity?
or what [is] our sin that we have committed against the LORD our God?
--------------------------------------------------------------------------------
Jer 51:5 For Israel [hath] not [been] forsaken, nor Judah of his God,
of the LORD of hosts; though their land was filled with sin against
the Holy One of Israel.
In addition, throughout the entire Bible there are many verses which
focus on various acts which are held to be in direct defiance of God:
